No, if I remember the book correctly, Glorfindel had some part in "rescuing" Frodo, but the river flood was a protective precaution put in by Elrond himself, and Gandalf had just arrived and helped by holding back some of the riders with fire. He also added in the white horses (to the coming water) as his own "special touch."
