Well, I was under the idea that it was generally assumed that western secret services hadn't foreseen the collapse of the soviet union, but I might be wrong.

> Well....strategy is seen as the big picture - how you plan to make money in a new company, how you plan to become president of the US, how you plan to win a war. Tactics are the individual methods that complement each other to make up your strategy (ie fire that CEO who's only wasting the company money, broaden your support for this important political group, ally yourself with this nation that is the enemy of your enemy). You could even look at this whole "killing never solves anything" argument in terms of nuclear weapons. Strategic nuclear weapons won't solve anything except as a deterrent, because of MAD policy. But tactical ones are of some use in certain situations, because they won't necessarily cause WWIII, but they will still inflict a lot of damage.
