My theory on gasoline prices is that the higher the gasoline, the fewer tolls, and vice versa.

Gasoline in my town(in CT) is a dollar twenty-nine. I fill up frequently in Massachussetts for 99 cents. Some places in Mass are as low as 95. NJ has prices in the eighties, but I can't travel quickly through NJ without paying quite a bit in tolls. CT, on the other hand, has no tolls. I can't even conceive of gasoline prices in the 70s. Every road in Georgia must be a toll road.
