The meaning of what the solar energy poster says is not relevant (and you don't need to do anything with the fuse box to solve Anand's game). Consider, instead, how you could get directions out of the words on the poster. (Also, just in case you haven't done this: the information you get from the poster will be useless until your character has some inkling of why the poster would be connected to the game. Have you noticed anything different elsewhere in the New Building, and done what you can with it?)
As for the you-know-what in the lab, remember how when you tried to get it, a draft blew it outside?
