M:I2 came out in 2000.

I don't understand the question. Movies like what? Romantic comedies?

Of course it's a comedy. Movies like this are made for cult audiences at midnight screenings. The goal is for the kind of high camp that distinguishes Rocky Horror, Barbarella, Attack of the Killer Tomatoes, and, I'm sure, the forthcoming Snakes On a Plane. You're supposed to laugh at it and get shocked by it and throw popcorn at the screen.
My taste in this kind of film tends more toward the ones that *try* to be serious and fail miserably, as with Plan 9 From Outer Space and the definitive RinkWorks bad movie, Sinbad of the Seven Seas. Rocky Horror is actually my least favorite film of all time. But though the genre may not have potential for greatness, it does have potential for some fun. And you don't make a movie called "Blood Car" if that isn't your goal.
Making it about rising fuel prices isn't really a political statement. Fuel prices ARE high, no matter where your political opinions lie. It's more about taking advantage of a national concern to try to hook in audiences. Fuel prices getting you down? Us too, so come see us turn it into an opportunity to have some fun with it.

I think the idea is that the students are on a research trip and stumble upon it, not that they were sent in after it.

It's supposed to be a sequel to the first one or two (depending on who you ask) Reeve movies that ignores the existence of the others. Sounds like exactly the right move to me.

Good trailers, bankable stars, probably low costs, and a demographic not targetted for a few weeks in either direction. It'll make money.

Not a family film.
