Monster Arena theoretical question

Suppose each party has one character left, and each of them has higher Con than the other has Str (i.e. they can only hit for 1 HP damage some of the time), and each of them has +2 defence against the other's element.

For example:

Your Guy (Air)
Str: 15
Con: 20 (+2 Water)
Agl: 10

Their Guy (Water)
Str: 15
Con: 20 (+2 Air)
Agl: 10

By my calculations, neither character can ever hit the other for any damage. Would this battle go on forever?
