Since I don't see the metal rod in your inventory, I can only assume you haven't freed the miner in the sandstone caverns yet.

Go back to Akumos and do some more spelunking; you need to free the guy and then talk to him later (where you got the officer's cap) to pick up some necessary items.

Oh, and have you broken into Kepler's office yet?
