Yes, and yes. At a 112MHz system bus speed, the PCI bus is running at 37MHz instead of its rated 33.3MHz, and that's not a good thing. But 37MHz is workable for many PCI cards (although they have a reputation for being finicky), and my system hasn't shown any noticeable instability yet. I'm a little worried about it, though, and would definitely clock back down to a 103MHz bus speed at the first sign of trouble.
