You'll be able to reach one tube once you explore the sandstone caverns. And as for the one in the OSM tube... there's one rubber tube in each of the three sectors of the OSM tube. As you've noticed, there are problems when you try to remove the tubes. But there is one sector whose northern most door is different from the doors in the other sectors. Try and use this to your advantage.
