That doesn't surprise me a bit. The reason being that I was born in Lexington and lived in The Bluegrass State until I was 15. (Although I didn't have much choice in the matter, I have always been proud of having been born in Kentucky.) At a very early age, I learned that Kentuckians don't mess around when a job needs to be done. They don't try a lot of "might work" solutions when a sure-fire method is available. In many cases, a well-placed shot is the solution.

For example, about 50 years ago, there was a coal miners strike. The mine owners brought in bus loads of scabs as a strike-breaking tactic. The second day, bullet holes began appearing in the headlight, taillights, rear view mirrors and tires of the buses. The scabs soon got the message and stayed home. I remember the laughter when a flatland reporter said that if the shooting continued, it was only a matter of time until someone was killed. The humor in that was that if the shooters had intended to kill anyone they would already be dead. Those miners can shoot better than that, and they hit where they aim. *Only* where they aim. They know how to use explosives, too, and nobody gets hurt.

The only surprise that I got from that proposed legislation is that they were talking of using a submarine in river that is too shallow for such a craft. A surface craft would be more effecient. Those riverboat gamblers are not known to be straight shooters anyway.
