I doubt it. Khan Noonien Singh was a superman - the result of genetic enginnering - who came to power briefly on Earth during the eugenics wars of the 1990s (I must have been down the Arsenal that day, because I completely missed them). As I remember it, Khan dies at the end of Star Trek II.

Dr. Noonian Soong was a rather bright person who lived and worked on Omicron Theta IV. He looks no more than 110 at the very latest (assuming of course that the human lifespan has increased to an average of well over 100 to about 115-125), so it is possible that Singh managed to *ahem* when he briefly took over the Enterprise in 'Space Seed', and it does appear possible that Soong could be offspring of Khan except for one vital point - as I remember, Khan was rather unnaturally strong, but not unusually clever.
