I used to work in an Italian restaurant, and whenever pasta of any sort, including penne, was served, we had to change the cutlery over to a fork and a large round spoon (similar to a soup spoon).

Upon watching people who seemed to know what they were doing eating in this fashion, you're supposed to use both implements at once. The fork to hold it in place, and the spoon to scoop underneath and support it until it's in your mouth.

I don't know if it's the correct way to eat it (maybe Andrea knows!!!), but it seems to work.
