Although your Idea has a good purpose there is one small problem, It wouldn't work. Here are the reason's:

1. While Nuclear bombs may seem stupid, Hopefully We well never see them again because of a simple logic, They could destroy the entire world. For this reason it is impossible for one country to launch a nuclear weapon on another country when it knows the possible and likely consequances.

2. Also due to extremely advanced weaponry war has become impossible. It make's all out agression wars (i.e. World War II) impossible.

3 Even if somehow your plans of the elimination of firearms worked, violence would not stop. Take for example Northern Ireland. We (Irish Catholics) have an almost nonexistant weopanry however are able to defeat the British Again and again with any thing from rocks to the very lethal concoction of gasoline in a bottle (Petrol bombs)
