Yeah, for a tragedy I'd assume that a moment of silence can be observed, but that's different than a regular moment of silence that could be used for prayer (this idea of a "moment of silence" to be used for whatever students want is I believe one of the compromises certain religious elements were going for back when this was a big issue a few years ago).

The trouble there is, unless the silence is strongly enforced, it will be come a "moment of chatting." We were supposed to be quiet for the announcement over the intercom in high-school but if the theacher in the class didn't tell everyone to be quiet, every day, no one would. I don't see any thing diffrent with the moment of silence. Thats just high school students for you.
