Well, that's a completely different issue. Yeah, for a tragedy I'd assume that a moment of silence can be observed, but that's different than a regular moment of silence that could be used for prayer (this idea of a "moment of silence" to be used for whatever students want is I believe one of the compromises certain religious elements were going for back when this was a big issue a few years ago).
