Since my last posting, I tried that in a couple of places and it worked! Now I'm stuck again, but I haven't had too much time to play (my computer is at work, so I can only play on the weekends), so hopefully next weekend I can unstick myself.

That works for me, since I'm stuck in Massachusetts until I can get into a doctoral program somewhere else in this vast country. For the record, in my own AGL game design, I will attempt to rectify this issue by leaving the ocean out of the game entirely. The major body of water is a large lake, and it lies to the north of the map, which should satisfy pretty much everybody except the Canadians. ;-)

That's the cool thing about making your own game. You get to put everything where you want it.
