This crime picture starring a mismatched Richard Dreyfuss and Emilio Estevez shows promise, but, save for a few tense moments toward the end, never really delivers. Dreyfuss falls in love with a woman he observes on a surveillance assignment. Diverting entertainment, but not very memorable.
