Hm. Are you just standing there after throwing the rocks at the library? Well, that won't work! You need to get rid of that guard, not tick him off!
If you've thrown the rocks and then run off, notice where the guard goes? He ALWAYS STARTS OFF in one direction. Try running the other way, then doubling back while he's distracted. The guards never check the lower levels of the library.
