At the risk of being confusing... wrong guard. You can't bribe the guy guarding entrance to the actual garden, you just need to pay him the entrance fee.
Sorry, Tonya, my fault for not noticing you had no silver coins in your inventory. I think you have to search the ground more carefully in the first or second screen of the game. To get entrance to the flower garden, you're going to have to go back to the start and search the ground for loose change. (Fortunately, the dwarf's garden has an unlimited carrot supply.)
