The door in Kepler's office is the only one you can use at first. By hitting one of the switches in the first control room you can unlock one of the other maintenance doors on the station (actually, two -- one which provides another way of getting out of the section you start in, to replace Kepler's door which gets locked temporarily, and the other which provides a way into a new section elsewhere. For the second of those, you'll just have to go around and try them all until you find which one it is).
