You're not the first person to get stuck on it. I got stuck on it, which is why I knew what you were missing. I spent a while trying to see what walls were moving, and then I finally read what happened when I flipped the switch.
It looks like Sam put that puzzle in on purpose, since he left a deliberate-looking way to solve it.
