First of all, your party is always dragged back to the last town it visited. Apparently the only way the kindly adventurer knows where to take your party is by rifling through their belongings and looking for stolen towels from the inn.

Also, since you've already gotten to the third level, you must know by now that there isn't a town on every level. Once you've been everywhere on a level, it's time to move on. Just make sure you've been *everywhere* - some things are easy to miss. Map each level if you want to be sure, or just keep advancing until something impedes your progress (like lack of Proper Authorization).
