At least one of the rubber tubes I can think of is dependent on you getting something from the sandstone caves, so let's go back to that.
You're on the right track with the stalagmite caves. Notice how when you hop off the cart there, it's still moving down the tracks?
If you've hacked through the stalagmites, you should then have a direct route to the track where the cart comes out again. If you're quick enough, you might be able to ride on deeper into the mines...
