It doesn't work quite like that in the construction zone in Chattanooga. The limit is 65 on the north end and 55 on the south end, but they lower it to 45 through the construction. However most of the traffic continues to move in the 70 to 80 range. I never see anybody getting a ticket.

Now they are talking about lowering our speed limit here to 55 to cut down on air pollution. I am not making this up. If they do, there will be a few vehicles moving at 55 and the rest will be going about 20 mph faster. It will be a bloodbath if they don't ridgedly enforce the new limit. It make me shudder to think about.
