It is a limited-time puzzle. You have to get to the right place in as few moves as possible. Actually there's only one likely route the mine cart could take, assuming it stays on its rails, and there's only one place where you could access it if it *did* roll on by. Remember, it's heading generally south/east from where you jump from it.
