Normally, at this point in the game, you should be able to go check out some of the first-floor rooms in Brackly Hall and discover something that would let you get up to where that feathered thief is hiding. But there's one thing I don't see in your inventory that gives me pause...

Did you get that papyrus translated yet, or get the cogwheel? If not, check the yard (I think) for a spade and go back in the maze.

Been a while since I've played the game, so forgive me if my memory's not perfect here. :)
