I found all my anointed crossbows on my murkon expeditions. Some of these were based from Kaliti, so I guess it's possible I found some in level 8, but they would probably be most common on level 10. But if you find one, then be sure the character using it (hopefully a back-rank caster) has good vision and dexterity.

As for your rogue, the best weapon would be either a light sword or a stealth blade. Those are found readily enough on level 8, and if you're lucky and try enough times you might find one in those pools on level 5. But realistically, if you're not satisfied with an anointed dagger for your rogue, then try to find a flamberge. Those are much more common than light swords and stealth blades.
