I had the ideas involving portals/shield plates a long time ago, possibly for a book, but I never did anything with it. Then when I learned people could write their own AGL games, I decided to use it for POAT. I don't think it took long to plan the important stuff out -- probably most of it was done in an evening, but of course I left out the details like room descriptions and conversations until I was actually writing it. POAT took about 6 weeks to write. OAT took only 12 days to write, because I rushed through it (probably it shows), working nearly every spare moment.
