For the cat: try looking in one of the "business" rooms on the station. Also, in the mines, there's a spot where you need to clear away a blockage on the central railway line after crawling out on a bridge. I think you tried to do that before you got the item you needed (the pickaxe). From then on, just about everything else in the mines will be reached by following that railway line as far as you can ride a cart (and then further).
