No matter what I do, I can't steal the battle plans. Is there some sort of sequence I'm missing?

Stone of Strengthening
Torch
Hammer
Picture
1 Black Gemstone
Food Rations
Key of Opening
Map
The Rink
Guard's Sword
Tinderbox
Clear Focus Stone
Magnifying Glass
