The pick involves opening a locked door, but there are several more things to get before you can do that.

As for the diving mask, it's likely some schmuck left a spare one underwater.

The lake is not good for swimming, but if you went far enough upriver, where the muck isn't quite so thick, perhaps you could take a dip there long enough to retrieve it.
