Actually, helping the miner with the cart won't do much, but you ARE going to need a wrench later on.
As for the pillar, I assume from your inventory that you helped that poor guy in the sandstone caverns. The outpost has some kind of medical facilities. Maybe you should go visit him and see how he's doing.
