TOA - Bombs/Parking Lots

I am endeavoring to activate the bombs...in time. My question is...on the map there are two ways in and out of the parking lots...which would expedite my race...(except for P2 and P5)...but for instance, when I would like to go south, out of P6 then west to P5, it tells me it is too busy to go that way. I have never gotten a "go" on the south option. Are there two exits/entrances as shown on the map? Thank you very much. (I forgot my inventory...if it is necessary to this question, let me know...thank you)
