Yeah, you'll find many more extra-special items on level 10. . . . I usually found them after most of the epic battles (those monsters must have deep pockets).

These items very rarely appear on level 5, but it happens. My second party found a Knight's Crest there very early on. I believe that's the highest up they're found -- except under unusual circumstances.
