Normally you'd find a freeway entrance from a major through street which crosses it. There are three streets shown to cross the freeway (that's the pair of diagonally-running lines on the east side of the in-game map). Since you can't get onto the freeway from the bus area itself, that leaves two general areas to look. There's no real trick; you'll just find that a movement option which formerly didn't succeed now allows you to proceed in the direction of the freeway.
