POA: tranquilizer gun, stuck stuck stuck

Ok, see, the problem is I started this game a
loooooong time ago, and never finished, and
had to restart, but sort of remember some
stuff. Which is a problem, I think because I'm
horribly confused as to how I got farther than
this last time before giving up. I *think* I need
to
a) somehow get a rubber tube out of the OSM
tubes, but I canNOT get into the one that goes
to Kepler's office, which brings me to
b) get into Kepler's office.
I think I will have more success with this after I
deal with the bear in the arboretum. However,
to do that, I need to
a) find Munson
or
b) find the tranquilizer gun
Any help is much appreciated.
