Help! I can't get into the south fortress by the gardens!

I can't do anything I've tried everything around the castle and I can't get the drawbridge down! If someone could please help me that would be great! I have a fish, jeweled dagger, and the pass ring already, I just can't get into to get the float ring. What do I do?
