The violinist is in the maze. (Or the cellist, whatever, she's playing an instrument, is the only other human there and you can ask her how to get out.) Of this I am certain.

As for the vacuum voucher - I got it the first time I played. Second time I had to go without, so I don't exactly remember... I *think* you have to find the winning raffle ticket (mentioned in one of the notices in the village) in the maze, bring it to the police station, and get the voucher. Do NOT take my word for that, though. You don't need it to win the game.
