How do I get a fish?

I know what I'm supposed to do with the fish, bit I have no idea where to get it. I fished in the volcano like, 10 times but nothing happened. Here is my item list:
Sack
Carrot
Rope
Hook
Branch
Silver Key
Sword
Shovel
Hammer
Nails
Bow
Arrow
Fishing Pole
Club
Ticket
Sunstone
