I think you need to complete a couple of prof. tasks-namely, the rat (ohh, tough one) and the car bombs. Talk to the professors (they are either at the science building or the humanities building) to find out what you're supposed to do for the tasks. After you've completed them, you need to obtain some money and then go on a little road trip
