In most cases but not all. IQ/Wisdom above 30 doesn't help for spell casting, for example, although it helps with IQ's trap detection and Wisdom's monster identification.

Strength, agility, vitality, and charisma above 30 all help. Most uses of vision top out at 30, but some don't. Most uses of dexterity *don't* top out at 30, but some do.
