What happened was that the Helsinki University students' organisation library stopped subscribing to Donald Duck in the 1960s, claiming that Donald Duck not wearing pants was too uncivilised.

Of course, when news of this reached outside Finland, everyone thought Donald Duck was now banned in the entire country of Finland.

This, of course, makes as much sense as claiming your car is completely broken and useless because you can't get the ashtray lid to open.
