It looks like primary a dexterity issue. You want to pump points into dexterity, especially since rogues use dexterity not just to determine successfully landed hits but for chest disarming as well.

Also, unless he's already in the first party slot, or unless the guy currently in the first party slot has even lower vision, it might help to put him up front until his vision improves.
