Murkon's Refuge: Wizard spells

My Wizard recently became level 18 and my Sorceror became level 17. Now my Sorceror knows the QUAKE spell, which is an even better killing machine than the EPIDEMIC spell, since it can't be avoided.

My Wizard still doesn't know spell #34 even though he's at level 18 and his Wisdom and IQ are 21 and 20. What makes that spell so hard to get?
