A while ago I looked into doing something similar - getting two no-cost, no-interest credit cards, running one up to the limit and then setting them to pay each other off, so that the balance bounces between them forever.

Unfortunatly it won't work because paying off the cards counts as a cash transfer, which is always liable for interest payment, so after a while you end up needing to give them money. Your plan has the same basic drawback.
