Where are the other two towns, then?

As I do not want to be spoiled too much for the game, I will only ask this:

I have a theory that since Perinn is on level 1 and the second town is on level 4, the other two are on levels 7 and 10.

Please tell me whether my theory is correct. If it's incorrect, do not tell me where the other towns really are, I want to find them myself.
