Don't worry about the pies or the horse yet; you won't need them until later. The very first thing you should do is go back to Larosis, because you forgot something very important(it helps you get coins and a key, among other things. Hint: It has to do with something in the side passage by the wizard's gate). Speaking of coins, what can I say but explore EVERYWHERE and be friendly? Eavesdropping helps also. As for the rope, you answered your own question: you can't climb DOWN, what else can you do with it?(Go swimming; that'll help) The picture problem will solve itself once you've done some other things(very cryptic, I know, but just explore and things will become evident).
