When you go to eat, did you see an option to eat the sandwich first? From what I see, the only thing that is missing is the dragon costume but that's probably with Silus and Verna. And you had to get the costume to get them out of the library to get the sandwich. I'd just keep eating over and over again until the option comes up. It comes up after you get your drink. It will have 4 options and one of them is to eat the bacon sandwich. Play around with it a bit.
