This situation is usual on Italian freeways (to tell the truth, it's usual on *every* Italian road...), expecially on rush hours. This explains why a cat that suddenly crosses the freeway may cause a 140-vehicles wreck, or why every time a lorry brakes for some reason, behind him at least five or six cars get into troubles...
