Some of the shots were done with forced perspective. In the current issue of Total Movie magazine (the US version of UK's Total Film) they mention filming the scene where Bilbo pours Gandalf some tea. In that scene, Bilbo is actually about thrity feet behind Gandalf.

In the scene in Bree where Frodo is hiding under the tavern table, over-sized legs were walked behind the over-sized table, making Elijah Wood appear Hobbit-sized.
